Xbox Economy Delux DLC

Short version: Is the DLC accessable in the Xbox Beta?
Long Version: I bought the basic game. Downloaded the beta. Realized there was some use to the DLC. Then I bought the Deluxe version, expecting to get the NPC Store, but it just keeps taking me to the Microsoft Store. Need I redownload the beta for the features? Or is it on hold until the full release?
