Ctrl-1 while viewing Toolbar 2 ALSO triggers Button 1

I added a toolbar button on my ship to Toolbar 2 (Ctrl-2). While flying I selected Toolbar-2 and then hit Ctrl-1 to return to Toolbar 1. Toolbar 1 shows, but BUTTON 1 is immediately triggered. Since my button 1 is Toggle Engines, my ship immediately crashed into the ground.
It took two crashes (after re-loading) before I figured out it wasn't ME accidently lifting the Ctrl before the 1. While safely landed I go to Toolbar 2, press Ctrl key and then 1. While STILL pressing the Ctrl key my engines toggle off (button 1).
