Contract: Engineering - Industrial foothold: Detects existing grid

During the contract: Engineering - Industrial foothold: once I arrive at the mission objective and it tells me to design and construct the facility it detects the existing grid outside the build area which also causes the mission objective for PCU count to be exceeded preventing mission completion.
