Smelter fails to work with Assembler

symptoms: after queuing more than 1x crafting requests in Aseembler, the Smelter should produce needed components automatically, but instead they have strokes together, and burn power fast, and is completely unusable.
a video has been attached, showing what i;m describing.
saving and reloading does not work.
