Sector progression contracts still locked at Palpatine

I have arrived at Palpatine Station with Developed sector status unlocked from Vallation and Vallis Reach. All contracts with sector progression icons have been completed. The Contracts screen says that more contracts unlock at Developed, but I see no contracts with any Sector Progression. How do I proceed to Colonized?
