speed limiter always turning on

Speed limiter is constantly turning on. Get in a ship, turn it off, get out of ship and go back in... speed limiter is on. Very frustrating, also have to repeatedly tap the shift key to get it to turn off.

There is an option in Cockpit/Control Seat (Enable Speed Limit). It is on by default; if you don't want it active, you can disable it there.
A quick double tap of Shift works for me every time. It is the intended way to temporarily disable the speed limiter.

Hello Ash Condoin,
Speed Limiter and Thrust Warning is a toggleable option in the Cockpit / Control Seat block and you should be able to permanently turn it both of these off.
