Station Upgrade Orbital Survaillance Network Visual bug

When entering the large green box and the list of build requirement comes up. It shows a PCU of 7724 with a requirement of below 2000 before the player has even built anything. The PCU displayed should be 0.

I have the same bug 
Once creating a new grid it does reset back to 0.
