I'm at the next renegade base with multiple turrets and the reactor. I destroy the turrets first and then the reactor using rockets and grinding and its not completing. I will abandon and try over.

I'm confused its the Bounty - Power Plant contract but when the contract is accepted it shows as Destroy the renegade base in the top left.
Abandoned and did the contract again and it worked as intended. It's definitely tied to reloading saves and the game getting confused with the contract progression.
