Caligo Mission: Hydrogen Production Facility: Detects existing grid

Upon arriving at the location on Caligo for the mission "Engineering - Hydrogen Production Facility", I noticed that it already detected a grid in the area. Experimenting showed me that the grid was the pre-built landing pad just outside the green cube (see pad_deconstruct.jpg: I have removed blocks from the pad and the detected PCU count has gone down -- 245 vs 252 in other screenshot).

This is slightly annoying, but having started the build it is not detecting anything I build in the designated space. It does say there are two grids, but it is not detecting the two oxygen tanks and two O2H2 Generators I have placed and built. (See in_progress.jpg: in progress build and the progress bar saying 0/2 for both.)

I have now "completed" the requested task and it still shows 0 progress for everything. Attached is a screenshot of the base (I stopped trying to make it look nice and just slapped on the requirements) and my save.

This is not the first time I've had trouble with these Engineering missions. My completed Hydrogen Production Facility on Kemik vanished when I tried to go back to it because it had detected one loose block and saved that instead of the base with connectors, storage, etc.

I've tried marking the currently active objective complete in the debug menu but it doesn't give me the next step so I can't complete anything.

Abandoning the contract and restarting showed zero grids in area, but upon saving and loading it seems to have picked up the landing pad again (1 grid in area, 252 PCU).

However, going back to the save I sent earlier and starting to deconstruct the base seems to have started detecting the correct grid.

It started detecting the landing pad again on a save and load. I went back to the save I posted earlier and started modifying the base. It seems to be very sensitive to what I build. I'm attaching another save where it's detecting my grid correctly, but adding even a few light armor blocks causes it to go back to the other grid.
