This is expected behavior. Slanted / angled blocks such as Armor Slopes or Sloped Windows cannot be placed in a way that it is touching another block due to how the building system is set up - every block must adhere to the 25cm cubic cells and two blocks cannot occupy the same cell.
In the picture you can see that the sloped part of the Armor block occupies half of the yellow cells. Additionally, the Armor Slope will the black cell as it is touching the block.
As this is an Engine limitation rather than an issue, I will close this thread as Not a Bug.

sometimes, it will e great to change position to construct, it sometimes permit construction in certain position but not in others. try all direction and positions.
I ran into the same issues; I had to cheat by adding temporary support blocks in the background so it would agree to place them, since the mouse cursor was hovering over empty space.
