Bounty - Weapons Smuggler (Oblivara sector)

I selected this contract (Bounty - Weapons Smuggler, in the Oblivara sector), but no objective target shows up. All I'm given is that a "known weapons smuggler was detected nearby. Space is big. Am I supposed to go to every asteroid within a 20km radius of the station to find the smuggler? Or (more likely) is the contract bugged and the objective is simply not showing up when it should?
