Lore Suggestion: Classic Survival is playing as a Renegade
In the current lore setup in the Campaign/Survival mode, we have the Colonization Authority AI, that controls access to technology and available blocks. There is also a group of people the Colonization Authority calls "Renegades" and that it presents as enemies to be dealt with. This implies that the Renegades don't conform to the rule of the Colonization Authority, and therefore don't obey any of its tech restrictions, either.
In the Classic Survival mode the player immediately has access to all blocks, and there are thus no tech restrictions applying to him, other than what resources he manages to find.
It occurred to me, that these two setups actually look very compatible. If we made the lore interpretation that choosing "Classic Survival" is choosing to play as a "Renegade", then these two game modes would be in the same game universe and simply two sides of the same coin.
Of course, one thing is missing: The game should make it so, that the Colonization Authority related bases and ships, are hostile, and naturally the Renegade related installments would then be friendly.
I think that would fit very nicely to the game. Instead of choosing a "game mode", you would play the same game BUT you can choose your faction / side in the Colonization Authority vs. Renegade conflict. The advantage of choosing the Renegade faction, is to get immediate access to all blocks but at the price of being classified as a rebel by the dominant power. The advantage of choosing the Colonization Authority faction, is to get access to the resources and support of that faction, but at the price of being under its restrictions.
It wouldn't even change the current "Classic Survival" too much. Otherwise the same except you have a hostile relationship with the Colonization Authority, which is simply a great way of giving you enemies to attack and loot. :-)
