Turbine ground height in craters

Wanted a new base location, found a big hole that looks like a couple dozen meteors had hit in the same location and hollowed out the ground.
wanted to floor the top of the crater and have my base in the hole.
I have a big horizontal line of 20 wind turbines above what would be the entrance, but the edge turbines are only working at like 3-15% effectiveness because they say the "ground" is 4m away.
but, its not. the ground probably would of been 4m away prior to the meteor strikes.
I have tried taking a miner ship and "digging" the no longer exsisting ground but it changes nothing.
