Another contract progression bug (Kemik, Cargo and Tank)

Encountered another progression bug, this time a contract on Kemik is asking me to build Hydrogen Tank 12.5m and Cargo Container 7.5m, neither of which I have ever seen offered as a contract reward and I have basically finished Verdure, not to mention they both seem like massive jumps in progression for the very first stage upgrade contract on Kemik.
The contract description doesn't mention it needs both of these high tier blocks, but it does mention two appropriate blocks which I do have unlocked, so I thought I would be able to finish it. Attached screenshots and savefile.
I have the same bug 
It took me way too long to realize the Engineering contracts that offer part unlocks don't always list that they will unlock parts. I assumed wrongly that if they didn't list a part they were like a procedural mission, that seems to be the root of this issue.
Realized this after doing one of the generic engineering contracts from Palatine station and unlocked buttons.
