Backpack efficiency

The backpack on verdure makes ground and flying vehicles obsolete, and the smelter fairly useless. It needs to be way less efficient in flight time/distance and also in basic component/raw materials building. Give us a reason to have the smelter early, and to have vehicles as a necessity.
