Scrolling Inventory

Is there a compelling reason it takes 4 clicks of the scroll wheel to scroll the inventory window a single icon row? It seems like it should scroll 1 icon row per click at minimum, and could easily scroll 2 icon rows without causing the user to lose track of where they are.
