Storm clouds and surface flashing when viewed at an angle near station

I'm not sure what is causing this, but when I was approaching Vallation Station, there was a large cloud bank below me. Shortly before reaching the station, there was a dark area like a storm so I don't know if this was during a storm or just after the storm effect.
When the ship was pointed a specific direction towards the station, the grounds and clouds flickered between bright and dark. It was a regular pulsing effect. When I shifted views to point towards the planet, the flashing stopped. When I turned back to the station, the flashing resumed again. It was regular enough to be annoying.

When I went back to the game after capturing and then viewing the game clip, the pulsing was gone.
