Small mining drills too heavy in gravity

I can see that using large drills in gravity could make a good engineering challenge.
This challenge should not be so with the small drills, they are too heavy.
They are not fun when it comes to making a small mining vessel.
How many atm thrusters do you expect me to use just to get an unladen ship off of the ground, it does not make sense.
Is this a bug or intentional ?
