Progression hard-locked

Cargo Container 2.5m will not unlock no matter what i do.
attempted to file validate. reinstalled and anything else i could find via various forums to fix the issue. block appears on classic survival and is usable.
if i remove the "progression lock" in settings it will work. but progression is locked otherwise. Extremely disheartening to basically lose out on several hours of gameplay for this.
