Smelter pulls resources from Gearforge Input and outputs to Gearforge Output and then Ships
The Smelter outputs its finished products first to the Gearforge Output (once the Smelter Output completely fills it will immediately transfer the materials to the Gearforge Output), then to any Ships connected to the Grid, and lastly to Cargo Containers connected to the Grid. The Smelter should interact with Cargo Containers first, instead of as a last resort. If I want to make anything in the Gearforge I have to clear out its output because it is always full from the Smelter production, and stop Smelter production while I make things in the Gearforge.
Also, I will fill the Gearforge Input with ores and the Smelter will pull from there before pulling from Cargo Containers.
I have restarted on new saves a few times and this behavior has been consistent on all saves.
