Palatine invisible voxels/collision box not accurate

I have finally made it to Palatine, and am flying an ion thruster-only ship I liberated from the NPCs. I was flying low to the ground but definitely clear from it, and suddenly the front end of my ship exploded. I reloaded a save game to check, and noticed that if I am close to the ground anywhere, my ship impacts/floats on invisible voxels, even with dampeners off. I turned on debug mode to see if I could make the invisible voxels have an outline or something, but it didn't work, so my attached save game will say it has debug menu enabled.
