Ship toolbar disappears in control panel
Not a Bug
When trying to work out how the ship's toolbar works it can vanish after clicking on a block in the control menu before clicking on the pencil for 'Edit toolbar actions'.
The Edit toolbar actions tab/icon disappears too.
It can be re-acquired by exiting the menu and re-tabbing back in, but this behaviour is not good for a player trying to learn how to set the toolbar.

This is intended behavior. "Edit toolbar actions" button is accessible only through selecting the Cockpit / Control Seat in the Grid's Control Panel. Block can be added to a Grid's toolbar only after entering the Edit mode which permanently selects the Control Block as long as the Edit mode is ON.
