Can't take over/use encounter buildings?
This is a fundamental feature of SE...you could take over a cargo ship or facility you found if you ground down the right objects. More importantly, you didn't have to have "permission" to just start building and adding on to an existing structure or ship. You'd remove it from the entity removal pool once it was modified and we could build to our hearts' content.
Why even implement permissions this early in development? Like I can understand putting in infrastructure in the code but why turn it on for anything except for maybe campaign/story items or faction bases? I thought the whole idea of the protection fields was to literally protect what needed to be protected (like faction stations for now) and encounters and cargo ships were up for grabs...

This is intended behavior currently. Encounter / Contract Grids as set up as NPC Grids and building on them is not allowed. You can still grind them down to extract components from them. Please note that currently you can make a blueprint of such Grid and place it as your own using components from the NPC Grid.
As such, I will close this thread as Not a Bug.
