manufacturing site overlaping blueprints

there seems to be 2 layers of blueprints at this site and i built most if not all of the sites 1st layer of blueprints but only 1 pieces where marked as completed and the whole thing has a 2nd layer of blueprints on it i cant do anything with

i also cant grind or weld through the ghosts meaning i cant reach them to fix the issue by scraping the part and welding it again that seems to complete the task wich further supports a 2nd bp layer covering the target goal

i had to remove some parts to compleate others and the ghost is gone and i cant replace it cause the action is forbidden the mission is locked and cant be compleated
