[VS2.2][Keybind] Scroll wheel up/down not recognized as separate input

In v2.2.0.1972 There does not appear to be a way to Bind scroll wheel up and scroll wheel down separately.
The scroll wheel seems to only be recognized as a single key, making it useless for rebinding keys like "Block Variant" that has separate entries for previous/next.
The choice to do this also affects keybinds like the "select adjacent toolbar" that is missing the previous/next option, making it exclusively usable to bind to the scroll wheel.
