Cant complete `Engineering - Industrial Foothold` contract

To complete this contract you need to weld up a large ore detector that requires Permanent magnets which you cant get cause you haven't unlocked a refinery yet or have high enough progression for them to spawn in loot or trade stations.
I have the same bug
If I'm not mistaken it also requires gravity components that you cannot get either at that time.

I have reported this issue and attached this thread to our internal ticket (SE2-31677).
As for a workaround to complete this Contract currently it requires a lot of luck. Gravity Cores can be obtained while completing previous Contracts, scavenged from existing Grids while for Permanent Magnet, there is an unknown signal which contains damaged Refinery where the Permanent Magnet can be crafted after fixing the Refinery.
