S.E. 2 Fully Downloads Mods that Are Already Downloaded
Space Engineers 2 fully downloads mods, which have already downloaded prior to the game's launch via the Steam app, prior to adding them to the mod list. This, in return, requires the user to be constantly connected to the Internet while playing Space Engineers 2, or have their privet mods uploaded to the Steam Workshop, for Space Engineers 2 to download. Likewise, this consumes additional bandwidth data that a user may not have. I feel this is a "bug" due to how this greatly diverges from Space Engineers 1's method of implementing mods, by relying simply on the mods loaded int he load order, and what mods are baked into the save that is being attempted to load, rather than being constantly re-downloading the entire mod list each time the save is loaded.

My Setup-
-Over the past week, I have tested roughly 100+ mods, using various versions. Some of these mods are public, while others are privet.
-I downloaded each version of the mod, noting how much bandwidth it took to download them, and segregated them from my Steam library.
-I ran SE2 via a proven but proprietary "shell" program telling it "Not to Update Files" whenever I launched or play the game.
-Each version of the mod I tested both online, and offline, while running the game.
-For each mod and mod version I tested, I started 2 new games: 1 modded as the test game, and 1 unmodded to serve as the control.
-For each combination of mod I added to my mod list, I started 2 new games: 1 modded as a test game, and 1 unmodded to serve as the control.
Result/s-
-Each time I added a mod to the mod-list, in game, and started a new game, SE2 would one of two things, depending upon if I where online, or offline. 1) It would fully download the latest version of the mod/s I had loaded into my mod list, or 2) Tell me an error had occurred, because it could not connect to the Internet.
-Result 1 was accompanied with bandwidth data showing that SE2 had accessed Steam Workshop, and downloaded the entirety of the mods I had downloaded and segregated prior, updating them to the latest versions without asking permission to do so.
-Result 2 occured when I had deliberately disconnected my computer from the Internet, and attempted to replicate Result 1, or when it encountered privet mods that were not released to the public via the Steam Workshop that it could not verify.
Conclusion: Space Engineers 2 will not allow Players the choice between playing with an older version of a mod, or playing with a privet, unpublished game modifification. Any mod that a Player employs in their game must be verifiable, and must be the latest version. The Player does not get a choice in this matter. Space Engineers 2 automatically download all mods in the Player's mod-list, even if the Player has downloaded them prior to game launch. Though I investigated this matter as part of a larger investigation, look at the files attached for proof. "Downloading Mods" is not the same a "Verifying Mod Status," or "Checking Load Ordern," or not saying anything at all.
