Ship refuses to dock/connect at first base given in quests

I have the same bug
Despite system saying it had enough power, I added another 2 solar panels and everything started to work. A message about what's causing the issue would help when pressing the park/dock button

Upon loading your World, I was able to dock the ship without any problems. Could you please reattach the video?
