Thruster noise persists even when OFF

I could understand that thruster sounds could ignore actual thruster output level.
But when the thruster is OFF (no power or no fuel) why is it supposed to make any sounds?
Does it also mean that if the grid will be parked on connector of moving grid then it will be making noise of thrusters?
What if I put unfueled thruster on moving subgrid (just to unleash my engineering ambitions - https://2.spaceengineersgame.com/) will it be making an operational sound as well because its grid is in motion?
