Inertial Dampeners should not inexplicably be more powerful than regular thrust

Flying without dampeners should be fun and rewarding. It's more difficult, but the tradeoff is that it's more fuel efficient and skill-testing. And if my cargo is too heavy to lift off the ground, feels like cheating when I can just press "z" to get some extra lift for no reason.
The strange way that dampeners are stronger than regular thrust breaks immersion and takes away the incentive to fly without them.
Removing this behavior in SE1 was the right call, and I don't understand why it was added back in.

I have observed the same (in very early game), while flying the Grasshopper from the starting point to the research station with the hydrogen thruster. With dampeners on, the ship does not only hold its position, it has ample thrust reserves to climb from a standstill. With dampeners off, climbing under the same circumstances is barely possible.
I'll need to do a bit more research on this before I can give specific numbers.
