Battery charge time not dependent on what is powered on

I have created a new miner with 2 batteries, ion thrusters for movement, 3 gyros for axis control, a hydrogen generator and tank, and the basic items that any miner needs - ore detector, antenna, 2 cargo containers, a survival kit, and a cockpit along with a solar panel for battery charging while away from a station.

While docked at the station (Starter Platform), I changed the batteries from Auto to Charging, which changed the ship from slowly draining to slowly charging, with over an hour of charge time.

I then proceeded to turn off the ion thrusters, drills, H2/O2 Generator and other high energy consuming items to speed up charging. No matter how much I turned off, battery charge time did not decrease as expected.

I was expecting the high-energy consuming items to stop draining the batteries and thus improve the rate at which the batteries should charge. I now have to wait an hour before I can take the ship out to mine again.
