Sometimes grinder or welder turns on and off rapidly when active grinding or welding nothing

Sometimes, randomly, I will approach a block to either weld or grind it, I click mouse to start the process and the tool cycles on and off ~10 times a second. It's like the target isn't in range even though I'm right up against it. When that happens, I've eventually fixed it by stepping away from the object and then moving closer again...a couple times.
