Marker buoy- floating and weighted

I'm thinking a cylindrical object like a mini bollard, but with a small flashing light on top. This object can be placed or dropped from a vehicle and will act as a marker signal where it falls. The floating variant will float in water when dropped above it or float up to the surface if dropped from below the surface of water. The weighted marker will fall through water to the ground level/other obstacle. This could be used to:
- Label locations of interest without needing to drop down to mark them at ground level, incl. enemy bases
- Mark locations underwater such as making the marker more visible from the surface above the target.
