Create testing branch on steam

With the current process when a vertical slice drops it will be released in an unstable state to everyone who owns a copy of se2. A better way would be to release them on a testing branch first where people who are willing to test can do so.
This would remove some of the negative experiences for players who are not willing to play the game when it is in an unstable state while still allowing developers to flash out some features uninterupted by the community. When they think its polished enaugh they release to the testing branch on steam and after it became stable they can release it to the main branch.
