100 percent sector progress and cannot fast travel

I completed all missions for the first plant and went to fast travel to Kemik and the button is still greyed out. I believe it's due to me passing by a checkpoint earlier in the game. I passed the locate shipwreck checkpoint. It did not stop me from completing the mission, but I believe somehow it does stop you from the reward of the 100% completion which is fast traveling.
Also, you see Vallation Station is also the color of an undone mission, but I have been there countless times doing all of the missions for the sector.
I'm not sure how to attach the save file or what parts of it you need to be able to troubleshoot this. LEt me know if you need something.

I have the same bug 
I can fast travel I just didn't realize you had to be in the safe zone.
However, the problem still remains that you cannot finish the markers. I have tried everything.
