Offline requirement to play with mods

Like SE1, will you have to be online to play with mods? Will it be possible to play SE2 with mods whilst offline, unlike SE1? For half the year I work in a location where I have no internet access and therefore I could never play SE1. I am sure I'm not the only person that wants to play SE2 offline?
