.5sec stutter every 3-6sec

No matter what I do I have a game locking stutter every 3-6 seconds. I can change the resolution and graphics settings to minimum and it makes no difference. I have reinstalled all of my drivers and the game. I tried administrator and compatibility modes. I tried increasing it's CPU priority, nothing. No one else seems to be having this issue, either. I just want to play the game.
