This is really a suggestion for survival mechanics. Like using water in space to keep cool when just sitting there.
Either way I don't get why the suit should lose power from standing still.
A vacuum is actually very insulating and it's more difficult to shed heat in the "cold" vacuum of space. Heat is typically radiated or lost through sublimation/evaporation.
Either water(water/ice as fuel, more efficient) or a large radiator(electricity as fuel, less efficient) could be used to shed heat and avoid overheating in space. A space suit can be used on multiple space walks with less than 4 litres of water
