Vrage 3 Mod SDK Error when trying to publish

When i try to publish i get the error in the picture, i have tried uninstalling and re-installing both the mod sdk and se2. moveing the mod file so its all on my D drive and creating a new simple mod adding just a cube to make sure i haddnt messed up anywhere (and i have included that in a zip file)
