Mouse sensitivity is choppy and inconsistent

When walking or flying with jetpack, the mouse sensitivity feels extremely choppy and inconsistent, as if it randomly changes. It also feels like there is a maximum rotational speed that you reach no matter how fast you move your mouse, but going faster than this still causes your view to instantly change by a large angle occasionally.
