Use of scroll instead of R to change subblocks in toolbar

I came from SE1 to SE2 and got increadibly confused as scrolling is for changing blocks in toolbar and not subblocks on selected block group in toolbar.
PLEASE make this system just like in SE1, because using R removes ability to "go back" in subblock list, so when you miss the subblock you want, you gotta go through the list all over again with the same chance that you miss your desired block.
So far this piece of current game has been the most annoying for me.
*by subblocks I mean a group of blocks compressed into 1 slot in toolbar
