skybox gets darker when facing some spots and going in and out of 3rd person?

i have no good words to describe this, when i face my grid and go in and out of 3rd person it goes darker but if i face away and do the same it returns to normal
this is werry weird
the only game modification i have done is increase the pcu cap but i do not see how that would effect this
I have the same bug
