Refineries might not be the only step for producing fissile materials. E.g., refining asteroid material that contains Uranium would get you a handful of materials including Raw Uranium - but it can't be used as fuel until it is further refined in a Centrifuge to produce Uranium Fuel. This could balance out early-game access to Uranium by ensuring it's not useful until the player can gather the materials to produce a Centrifuge (and potentially unlock the Centrifuge and Reactor through progression). This also creates the potential for different tiers of Centrifuge and Reactor, and possibly Low Enriched and High Enriched Uranium with higher tier reactors requiring High Enriched, and maybe even nuclear weapons if the devs are feeling spicy.
