Thruster Power Adjustment

Whenever more thrusters arrive, I believe a couple more universal options for thrusters would drastically improve the quality of life for players. Here is a list of suggestions I have for them.
- Add the ability to adjust the maximum thrust power without the need of reducing fuel sources, specifically "adding a thruster power limit" as an option for every thruster.
- Add/Allow a script function to adjust the thruster power limit, similar to how there was an option to adjust the jump distance of a jump drive in SE1.
