Dynamic Maximum Speed

One of my greatest annoyances in PVP in SE1 is when you have a damaged enemy ship that is running away, and you've both reached the speed limit, but they are just outside weapons range. SE2 has an increased max speed, but could still be susceptible to the same problem. My proposal is that the speed limit for a craft be dependent on its thrust/weight ratio for the direction in which it is accelerating. This would make the gameplay experience more intuitive in that a ship with more thrusters would be able to catch up to a heavier ship that is already traveling at speed.
