25cm grid not being used to the fullest

So, I've been diving really deep into the 25cm grid system, and I've noticed all the .5m blocks take the entire .5m area square but if I create a detail block the resembles a .5m block I can access the .25m area left in the square but it costs 4x the PCU. Will this be fixed in the future or will the 25cm grid be slightly flawed?
