Debris should not despawn while in frustum

Debris of blocks (or block fragmentation, not sure how it is called officially) currently despawns while in the frustum of a player. This breaks the immersion. It should only despawn when not in the frustum.
I am not even sure if it should despawn at all.
If this is a design choice, there should be a config option to disable it.
If this is a performance consideration, you could deccelerate the debris by the time it would currently despawn and then freeze it, so it does not tick any more. I think this would make it unproblematic performance wise.
To remove it, players then could be able to grind it down with a reasonable small chance of getting scrap metal out of it.
