Cannot figure out how to switch block size

I see "R" to change size but it cycles through both variants and sizes. Some blocks have different sizes, some don't. Some have different block variants, some don't. This is very confusing and there is nothing about this in the Help menu, nor is there an obvious way to change which variants/sizes are in the block's group. This causes too much hassle to get to the specific variant and size that I am looking for.
I just want to be able to select the block size independently from the block type.
Add a tutorial (or expand upon the help menu), even if it's just text.
