Allow setting blocks to the 10th hotbar slot.

Currently you can set "0" to be blueprints, and not blocks, which is an improvement to SE1 just not being able to do anything with the slot.
Setting it to be empty provides the same functionality as if it were the "hands empty" option.
Maybe even a 10th hotbar slot if you're feeling generous. (pleasepleasepleaseplease)
This is more of a thing for people like me who like making consistent hotbar setups, but it feels like this would be simple to implement (i'm no game dev) and probably make a number of people happy.
