Needed to Rehash this idea now that I'm in a better mind state.

I was thinking about a "Blanket system". A plane that can subdivide itself and restrict itself to angular and positional boundaries based on contact and a tool set curve radius, (The curve radius is more for smooth curvature than Convex hulls). My initial thought was to setup a selection using the same partial copy selector to designate a surface area. Then perform a Boolean like operation, like used in Blender, to create an undefined armor block mesh or act as a placement mesh for pre-defined angled or curved blocks.

Under the Red Mesh would define the block Shape/Placement and would work with the current in-game tools/blocks and restrict placement to clear surfaces that don't already have angle blocks.

After Reading through GenKnowladg's Post on "Medium size armor blocks" I realized this tool would go hand in hand with the suggested blocks he supplied. I also noticed some talk about matching shapes together for PCU, say as an example Kit Bashing with Basic Shapes. When I was exploring the idea of mesh consolidation or combining blocks I quickly realized that's the whole Undefined armor block I was describing. You take "Medium" and small sized Detailing blocks kit them together and batch them in shape groups that act as a Booleans of the conjoined shaped in a specified region equally spaced as not to interfere with destruction. You may have a method here that closes the gaps in building "in a both senses".
